maybe that if people look at the hohocaust and just don't care, other genocides can take place and no one will care enough to try and stop it

It means looking away while others are being subjected to cruel exercise of power.
The statement is implying that the world cared little while the holocaust happened, The world was powerless not apathetic.
You could say the people affected directly by the holocaust were apathetic and did nothing to stop it also. I think if I had a good idea that I was going to die anyway, I would have put up some kind of fight.
Very touchy subject so it comes down to personal views of the evidence.

It's when you turn the other cheek, and look away when terrible atrocities occur. The world looked away when the Nazis killed 6 million Jews, and some 4 million gypsies, non-aryans, bisexuals, homosexuals, and those who refused to take the oath.
There was a story about a woman who was beaten and attacked in full view of people in nearby apartments. These people watched as this man viciously hurt this woman (I think her name was Kitty), and did nothing. Didn't try to stop him, didn't called the police, NOTHING. They watched it as though it were the latest installment in a TV series: with interest, as though it were purposely done for their entertainment, but whenever they were bored, they could just close their blinds and it would be gone and they coudl just go one wtih what they were doing....like nothing happened.
NEVER FORGET THE HOLOCAUST!!!!

It is asking what could be some negative consequences of not caring when others are being oppressed. Basically, what could happen if nobody cared that the something like the Holocaust was going on?

Apathy means not caring enough to do ANYTHING.....so as 6 million Jews were being murdered, most German citizens and most of the world, in fact, did NOTHING

"It" means take out your dictionary, look up the words apathy and opression, and answer the question yourself.
