No, welfare fraud is not nearly as common as we are lead to believe.
Corporate fraud and political corruption are much more wide-spread.
Check your local police blotter. I check mine regularly and have seen only one case of a welfare fraud arrest in many, many years.
Since the corporations decide what we know and which politicians we get to choose from, and the politicians protect themselves and the corporations from investigations, we hear far fewer stories about these corruptions.
It also makes it much easier politically to de-fund or over requisite programs for the poor if most people believe that the poor are just looking for a handout or are mostly criminals deliberately misusing the system.
I can tell by your question that you have never been placed in a position that required your participation in this program.
I am a disabled veteran, and since my injury I have become very well acquainted with the welfare system.
It is a system designed to be so overwhelmingly invasive and embarrassing to dissuade most persons that qualify from even applying.
One has to disclose all financial, medical and personal information. The state knows every dime you make, decides (completely independently of Social Security) how bad your disability is, controls your net worth, and basically takes control over many aspects of life that most take for granted.
You are allowed nearly no savings. If you receive your Social security approval and back pay, you have to spend it quickly, or lose all benefits until it is spent. This ensures that you get to choose between bad or worse. Blow the money quickly or lose benefits and live on nothing after the money is gone and you are eligible to re-apply.
Your children get to be embarrassed on nearly a daily basis. The kids all know who gets free lunches, and which families are on welfare. I have kids in elementary, middle, and high school. All have received more than their share of grief throughout their school years for no other reason than the fact that their parent was disabled and income was seriously limited.
No they don't care that I was serving my country when I was injured.
Discrimination due to income level is the new racism. One can't legally disparage anyone due to their race, religion, sex, or age. You can't use the "n" word, hate Jewish people, demean women sexually, or deny housing based on any of these things.
What is acceptable is:
Automatically assume that all or most welfare recipients are should-be-convicted felons.
Allowing children in school to be ostracized daily because of their parents financial status.
Denial of housing based on financial assets.
Denial of field trips and extra-curricular activities and sports (participation or attending events) for the poor kids.
Denial of service in establishments due to dress codes (Jacket, suits, ties , etc.).
I have met some individuals that I thought might be playing the system, but the vast majority of the people I meet in this financial category are not the crooks and cheats that our politicians insist are killing our domestic programs.
This is just a tactic to distract voters from the fact that the domestic programs are flawed, and that our representatives and our government are unwilling and unable to construct and administer a viable program.
Go spend a Monday morning at the welfare office to get an answer to your question. If you can look at the people, waiting for hours to jump through an endless series of government hoops to receive a pittance that barely allows existence, and reach any other conclusion than they wouldn't be there if they had any other choice, then you should go into politics.

No, they've made it harder to abuse the welfare system by the second child exclusion act, which says that having more children will not grant you a larger welfare check. I'm pretty sure there is also a 5 year limit now, during those 5 years you have to goto career workshop things so you can remain on it if you're unemployed. So there are reforms being made to make people use it the way it is suppose to be used, as a crutch. I think most people that do go one welfare use it for the purpose to which it is intended though.

I bet many conservatives would be surprised and the abuse wouldn't be as rampant as they believe...

NO, but I do believe there are people that do abuse it. I think there are people on it that should not be and I do believe there are ones that need help that don't get it.

i believe 2 out of every 10 of them deserve it. the other 8 waste it on sh!t they don't need like stuff to make their cars cooler or those brand new nikes or jerseys... not to mention drugs and alcohol. they should have to account for every penny they spend by handing in receipts and have to take piss tests just like i have to when i earn that money for them.

NO , and once on it you can not get off unless you prove you have the $$$ and pay stubs ect . w...
i was glad of this ,not so happy at first . price i was getting droped so low and i could not have got it back .not right away . i would have been living on the street again ,AGAIN.
