In nearly every video released by terrorist cells they have their faces covered up. If they are as tough and as brave as they think they are why wouldn't they show their face and become a known enemy?

Because camera crews always come around before they have a chance to put their makeup on.

Yo do realize that special forces like SAS, SEAL, Delta Force etc.. cover their faces too in order not to be publicly identified when doing Counter-Terrorist Ops.
Terrorist are tough and brave. And they're also not stupid.

Because they are not protected by the 7th Fleet, the US Air Force, Army and Marines. They must be anonymous to survive out on the street. It is part of guerrila warfare in the city. It was not necessary in the jungle, for example.

That is part of the scare tactic, that people are more afraid of someone they can't identify. Also, I believe it may have cultural significance as well
