You'll all be surprised to know that the FDA does not require an expiration date on most food, only the date it was packaged. The sell-by or expiration date is voluntary and a grocer may relabel (take out expired label and stick on new labels) as long as the food is still healthy for consumption.

It is always safer to err on the side of caution...

Grocers who relabel look bad...

If you really want to get something done, you could call the Health Department and tell them the situation, but let them know that the complaint has to start out anonymous. Once the do inspection and inquiry, it will be in their hands anyway, and you can stay out of the middle. Note: Sometimes anonymous reports are not as easy to prove right away, since there is no witness and they must look for evidence.

If you work in a big enough store then go to the Corporate office. If not just call the FDA hot line, it should be in your Blue Gov. pages in the phone book. Do it soon!
