every faucet, toilet, shower, etc. gets a quick hard surge than the flow goes back to normal. I've tried adjusting the pressure regulator under the house, what else could it be if not that?

Nothing. If your pressure regulator is working fine and is set to a certain pressure that is all that you will get. Set at 60psi and you will only have 60psi at the tap. Turn the pressure down some more until this stops.

What are you adjusting under the house? Are you trying to throttle the water, by reducing the amount of water entering the house, by closing the valve at the water meter? Are you restricting the flow, by turning the inlet valve to the closed position? The first question is: Are you on a public water main, or a private well? If you are on a public system, have they been repairing or working on the system? When the city turns your water off to repair mains, water drains out of your pipes, and air enters the pipes. When the repairs are done, and the water is turned back on, this air is trapped in the lines, and when you open a faucet, the water surges, mixed with the air, causing unusual noises and banging. I believe an air pocket causes the same thing.
