What will be a reason if H.S. admin wants to ban all dances because of insurance.

All schools have insurance to cover themselves in the event that a student gets hurt while at school. If an administrator claims that the reason why you can't have a dance class is because of insurance reasons, he or she is lying. Talk to the person who is in charge of your physical education classes to see what could be done about getting dance classes. You need other adults who are on your side to get past the Administration's silly objections.

Not the government. Don't use "the government" as a catch-all for anything that is paid for ever.

The school district should have insurance. It is contracted by the school district, which is not "the government".
