Usually it's not nations making clothes, but individuals, and individuals were making clothes out of furs and animal skins long before there were nations. I think you need to be a bit more specific in your question.

The first clothes were simple hides. Cured skins were sown together with strips of bark or hooked together with small bones. If sheep were available, wool wasn't to complicated to come up with. The Chinese stumbled across silk. Cotton was another easy source of material.

When a market economy developed clothes became a big market. Some of the first trade wars were about the textile industry. Even not Africa is complaining that cheap western clothes are hurting their economy.
