Yes, there are quite a few free public access points. There are fewer Internet cafes than there used to be just because more people have fast connections in their homes these days. Try libraries, NTT offices, etc. for free access.

There are many internet cafes throughout Japan. Most can be located either in larger department stores or near railway stations. We had no trouble checking our emails or searching the net. There are instructions in English and Japanese.

Yes. They are all over the place, even way down in the southern part of Japan. They charge by the hour, and the price includes a buffet of food. That is for one place I know. Perks are different place to place, but they are here for anyone to use.

one issue with most of the internet cafes is that they want to know your address in Japan. Some places allow you to use the hotel address and name.

Yup - everywhere. It is inexpensive and you also get an all you can drink offer. They have these little cubical-booths (your choice in size) along with a fax machine/printer (usually). And access to video games and such. If your a lady, one piece of advice - the men are a bit perverted so watch your back! I'm not saying be suspicious or defensive but keep that in the back of ur head T_T (I'm half Japanese).
