Sounds to be he's uncomfortable in his sexuality if he is making such a big deal about people looking at them. It's not polite to stare, but if he assumes every guy that stares at him is gay I'd start to wonder if he secretly hopes in his mind that is the case.

No, of course it doesn't. I suppose some people would get a little uncomfortable with being stared at. Are there any verbal or non-verbal signals going on or is this just a blank stare that we're talking about?
I will bet that your friend is a self conscious type of person. This can sometimes be "picked -up" by others in a room. Those staring are probably unconsciously doing so. What your friend needs to do is to stop thinking about the other people around him, he needs to relax. If he does catch someone staring, he should simply look in the direction of the person staring and give a nod, as if saying hi and then continue doing what he was doing.
Good luck.

First off all because a man stares at another man does not make him gay unless he blowing kisses flagging you down to try and hook up with you. And second of all you friend is a idiot if he thinks that far has you know if the man is string a you and that is a big if he might like his shirt our maybe because he may be hard on the eyes to look at in other words ugly he is and idiot to think that and you are a idiot to ask if that makes you gay if you stare at him because if you were smart then you would tell him no well i understand why you could'nt answer your own question because your just as stupid as he is .

Maybe your friend has something in his teeth. People look at other people for no specific reason.

Your friend's extreme discomfort with other men can be indicative of his own discomfort with his sexuality.
