Sure. In a back alley, you can get anything done--anywhere.
Don't even think about the pain. What if it gets infected? What if you end up in the hospital over it?
Instead of complicating your visit abroad with unnecessary medical procedures, perhaps you could focus on enjoying your time there. Defying parents is a favorite pastime of two year olds and immature teens.

I'd recommend you wait until you are of age, but if you still insist on getting your navel pierced now, have a friend's mother (who looks a bit like you) take you to a piercing shop. When the shop's clerk asks why your names don't match up have the friend's mom say she got through a rough divorce, and went back to her maiden name. WHATEVER YOU DO, DON'T ATTEMPT TO PIERCE IT YOURSELF! (And don't go to one of those needle-gun kiosks in the mall). There was an article a couple years back about a woman who's daughter re-pierced her own navel, got a horrible infection, and was later found by medical techs to be in ill-health, having lost quite a bit of weight, and wearing an adult diaper because she'd lost control of her bodily functions (granted this was a severe infection, and the mother was jailed for negligence). The girl made a full recovery, but is it really worth the risk? However you get your navel pierced, be sure it's done by a professional, avoid wearing tight pants and tops, and keep it clean.

in France, if you're under 18, you can't get a piercing without parental consent.
