You are right about having problems calling such a person a friend. However, once she shows up, she's a nice enough person. She just does not seem to realize that she is inconveniencing anyone.
The problem is not so much friends, which you assume you will get in touch with eventually, and they will apologize (however insincerely). The problem is business or commercial contacts; a delivery person or a repair person or something. And in a small town, they may often be friends, or at least acquaintances, as well.
I think I'm going to bed and forget the whole thing. As the Beatles sang long ago, "Please don't be long or I may be asleep." With my luck, she'll bang on my bedroom window just after I get to sleep . . . You see, lots of people are annoyed and put out by this sort of thing.
I suppose all we can do is telephone. When I finally do get a hold of such a person, I usually emphasize the idea that I was worried, not irritated. "Oh, dear, I'm so glad to hear from you, I was worried sick that you'd had an accident or gotten into trouble some way." I usually add "please call me when you are delayed," but most of them "conveniently" forget when they said they would be here. "Oh, it's only just after nine. I could not possibly have said I would be there before six." (But of course she did.)

I would continue whatever plans had been made without them.. As a hostess it would be rude to keep other guests waiting for dinner or whatever entertainment is planned because someone failed to show up on time. I would not invite the person or persons who are chronically late to any more functions.

Either tell them that you dont like them being late or let them go. If you cant even call them friends are they ever worth you getting upset? If you think they really are friends have patients or offer to meet them at their place so you can be on time.

I just anxiously wait. I hate when that happens. It actually happened to me recently. It turned out my friend ended class late. He apologized though. Then there are some people who act like they didn't do anything wrong. Ugh, those are the ones I really hate.

Tell them after you meet that you can't stand it when people don't show. And if they do it again, you can leave without them if they are insanely late.

face the truth of the situation, if this has happenned before, then they aren't considering your feelings and have no respect for your time...just don't be there next time...either they'll wise up or you really don't need 'friends' like this......I had a 'friend' ditch me once and when I gave her a piece of my mind, she never did it again......you have to stand up for yourself, who cares if they get mad....
