Video card displays video.
Video capture card converts signals from standard television to digital video.
A video capture card may have a TV tuner built into it or it may just convert composite video.

video card is used for playing games and using graphics intensive programs, (photoshop). video capture card is also a tv-tuner which lets you record tv, and "capture" the video onto your hard drive.
