It attempted to restore the old order - mainly through Prince Metternich the Chancellor of Austria. He would have no truck with the burgeoning nationalism in many parts of Europe - as he said 'Italy is merely a geographical expression' The order pre Napoleon, pre French revolution, was restored, as was the French monarchy. Germany remained a collection of separate states, although the Holy Roman Empire, which had ceased to exist in 1806 and which was neither holy, Roman nor an empire, was never restored. However, you can never put things back exactly as they were and there was much discontent throughout Europe, leading to the revolutions of 1848. Louis Napoleon declared himself Emperor of France as Napoleon III, reverting back to the system of his uncle, Napoleon Bonaparte. Eventually first Italy, then Germany were united as nations. Unrest in Hungary led to the creation of the dual monarchy - the Austro Hungarian Empire although there was continual strife in the constituent nations, leading eventually just 99 years after the Congress to the murder of the heir of the throne in Sarajevo and after that things were NEVER the same.
