Not only poor people pay with their change, I worked in an establishment as a hostess and the biggest percentage of the costumers where financially capable elderly people and they paid with change.
To the poor people question though you answered it with your own question they are poor.

Sometimes when they need something they have to dig in their change to get the money for it. You shouldn't look down on people because they have no money. When you are in a situation like that you do what you have to do.
