If you cannot remove the wall paper, than make sure it is glued very securely because once you paint it ,its going to be nearly impossible to remove it.You would have to strip the paint off first and go about removing it normally. As far as cleaning you could use a simple green or better yet TSP or dirtex. These are great wall cleaning products but killz original (oil) or any oil based primer would be best as to covering up stains and smoke damage and sealing in oders.Killz original runs about 10-12 dollars a gallon but has a very strong oder due to it being a oil based , so if possible see if you can have someone do this for you.Once you have your primer on you can top coat with any paint you choose doesn't matter what base(oil/latex).Also I'm not sure on the name but they do make paint which is safer if you are pregnant .GL

You are gonna paint it. First wipe off as much as you can and then lightly sand it with 120 grit sandpaper(the entire wall). The ceiling will be more of a hassle if it is the sprayed ceiling. Basically you got to scrape off that stuff.
Sweep off walls/ceiling of excess dust.
Get some KILZ from the paint store. This is a stain stopper which has to go on first and dry. Once dry -_like the next day, lightly sand the surfaces with 120 in palm of hand to knock off the chunks. Now, go over with latex sealer. Let dry a day (heat at 60 minimum) Then a coat of paint(repeat the dry thing and again with a coat. The ceiling would have got the sealer, and a coat of ceiling white latex. Done deal.

save yourself a lot of time and effort.paint it with Kilz. Kilz is made to seal in the smoke damage and that includes the odor. If you try to scrub you may remove some or all of the smoke, but time wise you lose because the wall will then need to be primed and then repainted. With Kilz you paint wait for it to dry then apply your finish coat of paint.

listen to the TSP and hot water advice. and rinse with hot water, changing the rinse water often so you get all of the soap (TSP) off. any stain blocking primer will work when the walls dry out as long as you use two coats of it. good luck, you've got a big job ahead of you.

Try Mr. Clean Magic Eraser or Clorox wipes. I have found they get everything off. Ammonia and water is also a very good cleaner. Fortunately, I have not had to deal with smoke. I hope everyone is okay!

try TSP, from your local hardware store... if this doesn't work, prime and paint after you wash the walls...
