i was doing this project and my report is due tomorrow! i need some answers!

Heat needs to move from the surrounding environment to the ice. With air the density is about 1/1000 as much as liquid water. The surface ice waits a long time for an air molecule to come by and heat it up. When it is in water there are many more molecules available to heat it.

Faster in water than what? Ice will melt in any environment warmer than 32 degrees F. However if you are meaning air and water of the same temperature, then water will melt it faster because water is denser than air.
Just remember your first principle of matter.
All matter is made up of molecules and molecules are always moving.
Any matter denser than another will have more molecules to move around at equal temperatures.
All this molecular movement creates heat. Heat will melt the ice.

It takes an average of 13 min for the ice cube to melt in
plain water and 43min for the same size ice cube to melt in salt
water

That depends upon the temperature of the water and the temperature of the air.

If you put ice in water right at the point of freezing, but still liquid, the ice will not melt.

The heat transfer from water to ice is greater than that from air to ice. There is a more intricate answer, but I suspect that you are in middle school, and would blow the teacher's mind with it and convince him that you were cheating.

I would think it would be because tap water is often warmer than room temperature. Just a guess though.

meaning that water is a better heat conductor and air is a better insulator in relative terms.
