The dark circles and bags can be caused by various things. One common reason is allergies. I would make an appointment with an ENT; Ears-Nose-Throat Specialist. He can put you through a battery of tests to see if you do in fact have any allergies.
Another reason for dark circles is heredity. Does your mother or grandmother have the same problem?
Sometimes when I don't get enough sleep and my eyes look tired and baggy, I get ice cubes and put them on my eyes. Don't know if it's an old wife's tail or not, but my mother did it and so do I. Does it help? I really don't know if it does or not, but it makes me feel better.

To eliminate dark circles make sure you get adequate sleep (eight hours or so) and drink plenty of water as this will help your body to remove toxins from the area under your eyes.

Also try to limit your salt intake as too much salt can cause the body to retain water in strange places and this can lead to puffiness under the eyes.

Try not to rub your eyes. Doing so can break the capillaries leading to a blue-ish tinge under your eyes.

Applying chilled tea bags, thinly sliced potato or cucumber to the area have all been found to reduce dark cirles.

To camouflage with make-up, first apply a light reflecting moisturizer and then cover with a fine coat of concealer one shade lighter than your natural skin tone.

They make a cream now for dark under eye circles that helps lighten them. Otherwise use a lighter makeup base under the eye area to conceal dark circles.

seriously get plenty of sleep. go to a doctor for a check up if you feel perpetually tired. if you think it's something like looking at the computer constantly then get something like a protective glass or sun glasses with the correct prescription. cucumber slices help but it's not a long term solution. with make up you'll hide the problem, not cure it
