Klingon does not exist save as a pseudo language in some 'dictionaries'.
To construct an invisibilty device you need a material which has negative refractive index for visible light. What you are looking for is a base material like opal or labradorite, which can be formed into small pure crystallites of less than half the wavelength of the light you wish to shield arranged in a regular array over the whole surface of your spaceship. Oh and btw, you would have to rotate the whole array and the orientation very rapidly to enable concealment over the entire range of the visible spectrum.

Well, you can learn Klingon from a book. There are a few people who've actually learned it though the vocabulary is limited. You can find a Klingon language book from the library or Amazon. Then, you'll have to go to a convention to actually practice it with someone.
Cloaking devices, I'm afraid to tell you, aren't real. So you are out of luck on that one. I guess you can pull a sheet over yourself...

the US defence department is currently running many invisibility projects. A team of scientist in Texas managed to make the skin of a mouse invisible a couple of years ago.
as for a cloak for your spaceship, Boeing has developed an interesting device that engulfs an aircraft in a cloud, which gases deflect light in such a way as to make it nearly invisible for the ground.

YOu know the difference between th Enterprise and a wad of toilet paper? Both revolve Uranus and look for Klingons...
My advice: Buy lots of toilet paper and wrap yourself as a cloaking device.
