Read PC World Magazine's article on how to install a new graphic card, complete instructions with pictures. And "yes" you will need a screwdriver. You should be able to install a new graphic card withing 15 minutes - probably a lot less.
"Step-by-Step: How to Install a New Graphics Board" -- written by Robert Luhn, pcworld.com. (http://www.pcworld.com/article/id,126800-page,5-c,upgrading/article.html)
Done properly, installing a graphics board is simple. Here's how:
[1] Download the latest driver from ATI or nVidia. It's possible to use the driver CD supplied with your card instead; but unless your board doesn't work with the regular ATI or nVidia driver (check your documentation to find out), you're better off heading online to download the most up-to-date driver.
[2] Uninstall the old driver using Add or Remove Programs in the Windows Control Panel. It should be conveniently labeled 'nVidia Drivers' or 'ATI Drivers.'
[3] Power down the computer.
[4] Open the case, and disconnect the power cable (if there is one) from the old video card.
[5] Remove the old graphics board. Most AGP and PCIe slots have a small lever or clip at the end of the slot that you'll need to release first.
[6] Insert the new board. If appropriate, make sure that the lever or clip latches the board in place once more.
[7] Reconnect the power cable.
[8] Power on the PC; but leave the case open for now, in case you need to reseat the graphics board.
[9] When Windows finds the new hardware and prompts you to install a driver, choose Cancel.
[10] Double-click the driver that you downloaded in step 1 (or use the driver CD) and follow the on-screen instructions for installing it.
[11] Reboot, reconfigure your desktop display settings, and enjoy your card.

Yes, you will need a screwdriver, probably phillips.
Be careful of static electricity or you can ruin your entire computer. Always touch the metal case of the computer before touching parts inside as the metal case dissapates static.
Open the case, locate old graphics card, push new one in slot.
You may have driver trouble if you do not have the video card drivers, or, if you have Vista even if you do have video card drivers.

The first thing to look at is whether you're replacing your card with the same type. (What I mean is which type of slot on your motherboard the card will fit into.) The two main types are AGP which fits into a dark brown slot on the motherboard, and PCI which fits into a white slot. (For the record, AGP is much better; it's a standard created just for video, where PCI works for various components of which video is just one.)
That said, I looked around and below is a link to the best guide I could find online. It has lots of detailed pictures so it will hopefully be easy to follow even if you're not very familiar with the inside of your computer. (Everyone was a beginner at one time, right?)
Enjoy your new video card!

there really is no use for a 64mb video card now adays, unless all you do is internet, email and letters. Philips screwdriver is typically needed.
