One way to look at it is by doing this:
first add the fractions.
18/8 + 16/5 = 90/40 + 128/40 = 218/40 = 109/20
Now, you know that this is 4/5 of the perimeter, so if you divide this by four, you will know what one fifth is.
109/20/4
Division means flip the denominator and multiply
109/20 * 1/4 = 109/80 = x or 1 29/80

2 2/8 + 3 1/5 + x = p
2 2/8 + 3 1/5 = 4*p/5
That is two ec with two variables, solve by sustitution

P = s1 + s2 +s3
4/5p = s1 + s2

solve for p in the second equation
p = 5/4s1 + 5/4s2

s1+s2+s3 = 5/4s1+5/4s2
2.25 + 3.2 + s3 = 1.25(2.25) + 1.25(3.2)
5.54+s3 = 6.8125
s3 = 1.2725
