No one. There hasn't been any such person or title as king or queen of England for centuries. Our country is called the United Kingdom and has four constituent nations - England, Scotland, Wales and Northern Ireland. This isn't exactly a recent development. King James VI of Scotland inherited the English crown in 1603, creating a single kingdom covering the entire island of Great Britain (England, Scotland and Wales). We united politically a century later, creating a single new country. Since then there have only been kings and queens of the United Kingdom, not of England or Scotland. Talking about the "queen of England" is like calling Obama the "president of California". The next king of the UK will be prince Charles unless he dies before his mother, in which case William will inherit the throne.

Charles' brother Andrew.
It goes like this... Charles, then William, Harry, Andrew, Andrew's oldest daughter Beatrice then Eugenie , etc. If Charles were to have another child then that child would then come after Harry and before Andrew in line. Looks like Andrew is not likely to ever be king.
