I do not have a floppy disk drive{ pre-historic, I say }. I need to make a recovery disk onto a cd, But windows backup program only will do it if you have a floppy drive. What will everybody do when the floppy goes th way of the dinosaur? Really stranges that windows does not offer an alternative solution except saving to your harddrive or floppy.

If you don't have any way to copy a recovery file, no, floppy. What about CD or DVD? You could and probably should copy it to those instead of a floppy.

Depending on what computer your using, it's possible that it might a have a feature that enables to you make recovery CDs. I have two Sony VAIO’s, and both have recovery wizard in the control panel which lets me burn recovery CDs.
