when i watch videos, I sometimes see little blue dots all over the screen. What could be wrong.?

This does not happen with all videos just with some. Sometimes i see the dots on my desk top, some times i dont. When i play video games there are sometimes annoying trails on things. Is this the monitor or video card. My monitor is a Gateway EV700 and my video card is a NVIDIA GEFORCE 5200. Im not sure where the problem is coming from.

not exactly sure, but I'd bet the graphics card is the problem.
