where can i print a map of WI and insert city labels myself?

You could copy an image off the web (if it doesn't violate copyright) and paste into Windows Paint, and then add text anywhere you want on the image to indicate cities.
Then print out when you are done.

outline of WI is all over the net, download enlarge it and insert the city labels.
