The league was founded in 1917 in Montreal, Quebec with five teams, and through a series of expansions, reductions and relocations is now composed of 30 teams, 24 of which are based in the United States and six in Canada.
After a series of disputes in the Canadian National Hockey Association (NHA) between Eddie Livingstone, owner of the Toronto Blueshirts and the owners of other teams, the owners of the Montreal Canadiens, Montreal Wanderers, Ottawa Senators, and Quebec Bulldogs met at the Windsor Hotel in Montreal to talk about the NHA's future.
Their discussions eventually led to the creation of the National Hockey League in 1917; the founding teams were the Canadiens, Wanderers, Senators, and the newly-created Toronto Arenas (later known as the St. Patricks and now the Maple Leafs).

the nhl was started in dec 1917 after the war. the stanley cup was awarded to the best amateur team before this time the teams where ottawa senators toronto arenas montreal wanders and the canadians quebec bulldogs there where other leagues going on before the nhl. the pcl was first.in 1926 the nhl had 10 teams in 2 divisions and took control over the stanley cup who i couldnt tell you the governing bodies. the popularity of the game had taken off across north america and they made a professional league based on that
