A complicated question. Independence was voted on July 2, 1776. But the Declaration wasn't completed until July 4. The original was signed only by John Hancock and Charles Thompson (secretary of the Congress). The "engrossed" version we are familiar with was circulated on or about August 2, and all delegates were allowed to sign. Signatures were arranged in order from north to south. Since some delegates weren't present, they signed later. As new delegates joined the Congress, they were also allowed to sign. The process probably continued well into the fall of 1776. Congress finally released a signed edition on Jan 18, 1777. This may mark the termination date of the signing process.

IF by "WE" you mean the then representatives of the present country we call the USA , it was july 4, 1776.
The country that is now USA was actually formed 5 years later on March 1,1781 with the signing of the Articles of Confederation and the first President was JOHN HANSON. He was elected unanimously by the congress that included George Washington as a member. For some reason this is NOT taught in our schools but it is true. There were 6 other presidents chosen before finally they got George Washington, the 8th president of our country, in 1789 or so.

It was introduced on July 2, 1776 but dated July 4. The actual signing took months, since they had to cart it around to one place or another, keeping a sharp eye for the Crown authorities as they did so. Your name on that famous bit of parchment entitled you to a free trip to Merrie Old England and a free ride on the Merrie Old Gallows, and the British tried to nab every one of the signers. These were guys who were wealthy and had a lot to lose, so that sentence about lives, fortunes and sacred honor was no joke.
