how can you tell a common goldfish's sex (male/female)?

Females have more of a bump in front of their anal fin, and it may look like there is an extra scale sticking out down there. Males get white tubercles on their gills. There is NO other physical difference in goldfish.

You will need 30 gallons per common goldfish, at least. Goldfish breed when they are 3-4 inches or bigger. When the tank is cycled and the fish are settled, slowly raise the temperature of the water to 76ish. The male will start getting tubercles if he is ready, and for the female you will just have to go by luck if she has eggs. The male will chase her to get her to release the eggs. You need a seperate tank for the eggs and adults because they will start to eat all the eggs as soon as they are laid.

the female will have a bigger bump or round thingy in the front 2 fins while the males have smaller ones, make sure the water is kind of warm, and put like some plants or something in the tank so the eggs might land on it and stick to it instead of going to the bottom, when the male is ready he will start chasing the female around try to make her release the eggs, if she has any at all... it might take a while, then after they started laying the eggs wait a day or so in case theres more eggs im guessing. you better take them out because all goldfish love to eat there own eggs!!!! so take them out, and leave the eggs in the tank, make sure the water temperature stays the same. it might take a week or so for them to hatch.
