There are many ways to get that goals:

1. You can use professional software like Mcafee or Symantec. Sure it will fit OK
2. You can use very fun technique:
- You can map the web site you don't want to access to by IP address ( local IP address 127.0.0.1). That 's all. When you write down the address on adress bar of IE, IE can not translate this name to IP. So it results in OOOOOO

what is the prompt you are getting? and also the name of the program you are using which is blocking access.....
