Assuming that this material is just on the exterior of your paint, and not scraped into it then using something like turtle wax bug & tar remover should work. Sometimes even just regular wax will remove something like that.
If it is embeded into your paint, then perhaps you should call the police and file it with the insurance company.

Just buff it out with buffing compound.Use the red compound first and when the mark is gone use the white to help the finish of the bumper.

Find out who it was they should have left a note unless it happened while you were driving you should have reported it and their insurance should pay the damage done including having the paint taken off that doesn't belong

you can use a light polishing compound on a rag and lightley rub it out then put wax back on it when its gone
