Yes, however, there is no need to hook up two monitors....all you need to do is to install an external TV tuner box to one of the monitors and continue to work on other computer at the same time without any issue.

Yes you can. If you have an on-board video card (it's stuck on the motherboard and not on a card), you need to buy a video card. If your video is on a card and not on mb, you need to buy a card with 2 output.
For the first one (embedded video)
When you install the new card (you only need one that has 1 monitor plug this way), plug in the second monitor (1st to video on motherboard and second to card).
Go to Control-Panel -> Appearance and Themes -> Display and click on the settings tab. This is where you tell Windows to recognize your second monitor.
I use this at home for designing websites and business.

Yes, it is possible. If your video card is decent, it will have 2 ports to plug monitors in. If you are running onboard video, then you need to buy another card. You can configure your graphics control panel and windows to display 2 monitors in several different ways.. Dualview sounds like what you want. Not clone or span.

yes, as long as you set it up right at the start, making sure you display mutiple monitors in your settings and make sure you set your monitors to not duplicate each other so u can watch seperate things on both
