CD's are made up mostly of silcon plastic - when placed in the moulds it comes out a black color. Plastic / silicon makers added other ingredience that made the end color different. The increased cost to companies like Sony for this different material from this different company was $0 but increased the sales of those clever plastic makers 1000 fold.

It was a way for people to tell if a game was legit or not. Pretty much Sony's way to combat software piracy.
