Roosevelt was fond of quoting a West African proverb: "Walk softly and carry a big stick, and you will go far." This sums up his quest for order and efficiency and his faith in government power to back up this order and efficiency. Roosevelt's practices led to the term "Big Stick Diplomacy"--international negotiations backed by the threat of force.

Teddy Roosevelt was the 26th Presidemt of the US(1901-1909).The meaning for these words sums up his method of foreign diplomacy. He would carry only a quiet speaking diplomacy but at the same time would not cringe at showing off his tremendous military power. He did this when dealing with Venezuela who actually hadPanama for a colony and the building of the Panama Canal and showing off his naval fleet after the Russo Japanese war and the conference in New Hampshire in which garnered Teddy Roosevelt the Nobel Peace Prize.

He was president in 1901-1909. He fought in the Spanish american war which resulted in control of some of Spain's former colonies, such as Cuba , Puerto Rico, Guam, and Philipines. He was head of an expansionist United states, and often took part in "gunboat diplomacy" which means he wanted to have great influence over the Western hemisphere while keeping Europe out and make nations do what he wanted by sending the naval ships to intimidate them.
He was a strong president, but prefered to use effective language and pro-american policy to keep peace and stability by using force if necessary, like a policeman in a neighborhood. Essentially, he wanted the USA to be the world's policeman. Hence, speak softly but carry a big stick.

Theodore Roosevelt was President of the US around 1900. The idea was not to threaten force unnecessarily, but to be prepared to use it if circumstances required it.
