Proportion-wise, it is 10/100=X/18.9
Therefore, 10 times 18.9 divided by 100 is equal to 1.89

a MUCH easier way for division by 10s is however many 0s you have, move the decimal point to the left. 10 has one zero so 18.9's decimal moved to the left 1 number is 1.89.
Vice versa, multiplication by tens is the opposite, you move the decimal point to the right however many zeroes you have. 18.9 times 10 is 189. Go figure...

10% of 18.9 is like .1 times 18.9
then u just move the decimal one to the left getting ur answer
