The two are not mutually exclusive. Many schools offer an IT concentration as one option for the BBA degree - Bachelor of Business Administration. My daughter in law has a CIS degree, Computer Informations Systems, which was a degree program offered by the Business School. If, however, you are mathematically inclined, then you get the "real" IT degree, Computer Science, usually under the umbrella of the Engineering School. If you have the ability to get an engineering degree, it generally has the higher entry level pay scale. But a CIS degree with a business background is also very marketable.

IT - Technical degrees are almost always more marketable.
It does depend though in whether you are talking undergrad or graduate degrees.
An MBA from a top Business school is a very hot ticket while a Masters Degree in IT is a little ho hum but still really good.
