As the Chief of the Executive Branch, the President's job is to execute/enforce the laws that the legislature has enacted. The Veep is to assist the prez as needed.

Bush has taken over all three branch's responsibilities: making the laws, interpreting them, and enforcing them. When this happens, it is known as dictatorship.
