Goverment policies that foster croynism and curroption. For example, Allende policies of price controls, and collectization of argiculture reduce the incentive to produce food for the market place farmers does make the income to fix tractors, buy seed for the next season. The former USSR the goverment could not even put food on shevles for its people it was seen on TV in the late 1980s when the USSR was about to collapse. It was because the goverment is insenstive to supplying basic comsumer goods.
