What are the 3 major problems in Canada? What level of government is responsible for solving these problems?

From my point of view it's hard to identify any of them because I'm an immigrant and Canada seems so perfect)))

Pollution - Canada has become a major world oil producer (tar sands in Alberta) - federal
Poverty - federal and provincial
Fisheries - federal

There are more than 3 problems with Canada, but I will start with what I believe is the top 3.

1. POVERTY - Federal and Provincial. The cost of living goes up but our government keeps cutting back. We need a wage increase for our minimum wage.

2. DRUGS - The Federal Government has opened Pandora's box with the 4 pillar approach. We need to help our addicts and get them off the street not travel with them to find more drugs. and what injection site is safe? Have you seen there ad on their windows it says - BRING YOUR FRIENDS! I'm sorry what are they suggesting? who would want there friend to be there in the first place....not me. I would do everything to help them come clean and I am. Is the Federal Government - we need more funding especially for organizations that promote Prevention, treatment and Education.

3. CANADA'S CRIMINAL JUSTICE SYSTEM - Federal Issue
We need to get with the times or lets say get with the crimes and start handing out proper sentencing. I say be gone with conditional sentencing and the young offenders act. There are more murders, BNE's, abductions etc. than 25 years ago. One time it was safe to walk the street. Now you constantly have to be on guard.
