I know there is one in Scotland somewhere, and assume the other answerers are correct about its location.
The only one I've been too is a lane that leads a Water Service area by Spelga Dam in the Mourne Mountains in Northern Ireland. There is a gate at the bottom of the lane, which appears to be down-hill, but if you drive up to it, stop and release the brakes, your car will roll away from the gate, which looks like it is up-hill. To get to it, turn left from the main car-park at the dam (where there's normally an ice-cream van in summer), go down the hill past the dam, and its a lane to the left that leads back towards the dam (a tight turn from that direction - almost back on yourself). The illusion only occurs on the final few metres before the gate.

yes it has happened to me. The car goes back up the hill with no foot on the accelerator or anything. does exist..quiet freaky though but cool
