It symbolizes strength, able to survive in the cold and on Earth so Russia is known historicaly for their strength and survival.

Russia is always depicted as the bear and definitely lifts himself up on the western side, its history of ruthless aggression has certainly devoured much flesh and even now is part of the New World Order. The three ribs could represent individual rulers, pictured as commanding. -

Also, Russians love bears. They're beloved as children's toys, cartoon characters and the like.
