Do you have to put this in while building a new home, and can it be put in after a home is made?

It is called Radiant Floor Heating. It is costly at start-up. However, the benefits far outweighed the cost. In the long run, it is well worth it. I talked to people who have it and I looked it up on the internet. It can be installed in existing buildings. I am going to invest in it myself.

There are people who have heated floors in their own homes. It is probably more efficent (and less costly) to install the heated floors in a new home, but it is possible to have it put in after the home has been completed. You can also just have heated flooring installed in individual rooms (let's say, for instance, just the basement bathroom).
