i hear it all the time, i make jokes about colours clashng, but i actaully dont know what it means.

What it means is that the colors do not look good together. There are certain colors that are pleasing to the eye when worn in combination. Those don't necessarily need to contain the same shades, hues, or whateve, but they need to look good. Sometimes it looks good to mix and match very different colors--in fact, sometimes designers will purposely use clashing colors just to make an outfit stand out. Most of the time, you are better off wearing colors that look good together and don't clash.
