In terms of development, I'd have to say all the big cities in South Africa: Johannesburg, Cape Town, Durban, Port Elizabeth...pretty much similar structurally to big cities in other developed countries, except no public transportation infrastructure.
Obviously, many other African capitals (Nairobi, Harare, Cairo, Lagos, etc) are highly developed, but there is still very much of a "third world feeling" about them, which is not the case in S. Africa.

Harare, Nairobi...pretty much wherever there has been colonization, there is western style infra-structure. The place i'd recommend is Addis Ababa- It's got a flavor like no other city in Africa! The people are nice too.

My professor (a Nigerian) told me that the Ivory Coast (Cote- d'Ivoire) is beautiful! Very elaborate, she described it as 100 times better than Las Vegas. Of course, it's a country, not a city.
