I spoke with an employee of the Placer County Child Support Office about filing a complaint. Little did I know at the time that the person I was complaining about was the Complaint Resolution Officer. This particular employee then took it upon themselves to write the complaint in their own words on a complaint form, sign it, submit it, judge there own determination as being fair and valid, and then dismiss the claim. At no time did I ever submit a written complaint in my words, signed by me. Judge, Jury and Executioner? I think so. After this unethical decision, this employee then requested (and did) have the interim Director sign off on this as correct, lawful and fair. It is most apparent that The Director did not take the time to investigate, nor judge his employees work. Although, I will be pursueing this situation legally, I wonder....has anyone else had problems with this particular agency?

Here is the CA complaint resolution center page:

If you've already complained to the agency and have been denied ask for an appeal hearing, if that doesn't work--go to the state and ask for a STATE Hearing. Also remember to write to the county board governing the child support agency (your county clerk will have this information).

Maybe not that one, but there are plenty of "horror" stories to be told like that around the country. I don't know what State you live in, but I can sincerely promise you that here in Texas, and in particular in a northeast county where I live, I've got a horror story involving Child Protective Services that would "knock your lights out", but I won't detail here since it would be waaaayyyyyyyyyyyy to long to do so, and I wouldn't want any "dirty laundry" exposed to one of the participants that could be here on Answers. Believe me, as bad as your situation is, it can be topped. That's not to belittle your situation as much as it is to say, you're not alone. That's a sad commentary on humankind and bureaucracy. God Bless you.
