Could be a spring in the carburetor, a pinched vacuum line, the spring on the throttle cable. It really could be any number of things. May need to adjust the screw on the throttle. May have to take it to a mechanic.

maybe there is something wrong with the fuel line, or there is some sediment in the fuel line that blocks the fuel, then all of a sudden, the fuel surges into the engine and the car revs quickly all at once. The problem sounds dangerous. I know it sounds expensive, but try the mechanic. One more possibility, have you experienced power loss in the car? If one of the cylinders has shutdown it may do that too. I had a cylinder shut down a while ago and it was like that. I lost power and it revved differently, and quickly then slolwy. But it was annoying. I had to wait it out. Just drive around everywhere redlining my car to get max. power.

I aggree with FIAT Guy the place to start is definatley with the vaccum hoses. 1 may have just gotton missed when installing the engine. A vaccum leak will let more air into the intake which results in a very high idle.

It sounds like a vacuum hose is in the wrong place or disconnected, there is a possibility the throttle cable may be to tight or in a bind causing the throttle to be to far open. Good Luck and GOD Bless.
