Your breast tissue will continue to develop over the next 3 - 4 years so it is way to early to decide whether you will have small breasts or not. I understand your desire to have "regular sized breasts" but for now you'll just need to be patient and let your body finish growing. :)

listen, if you don't get your period before 17, it's time to worry, beacause that's around when puberty ends.
Also, breasts will do what they will, you can't MAKE them do anything. Even if your mom and sis wore a DD, there is still no garunte you won't end up an A! Some breasts (like me and my mom's) shoot from NOTHING to D in less than eight months, and some bud and then take almost a decade to reach full size. If you're 17 and still concerned, there's a good chance you're done. You could get padded bras or plastic surgey, but here's the dirty secret:
In a recent study, men and women were give sillouhets of women, from holocaust-survivor skinny to fat as a whale, and most women chose the same curvy, reasonably-sized figure. Men had no pattern, they were all over the board! So there will be men out there who think you are super-hot, but that big-boobed chick over there? Gross. I always had small breasts. Barely a B cup. But I am small so they were the right size for me. Eventually I fit into a B. Now I am in a C, but that's just because I am pregnant. Everyone in my family has large breasts and they alwasy complain about their boobs hurting but I dont have to worry about that! Don't worry about it, they will come eventually!

The simple answer is no there is no way to speed up the precess. Mother nature will keep in when she is ready. But if you are really concerned go and see your doctor for some reassurance.

Your breast will grow when you start having your period.. You will be starting fairly soon if you are not too thin..
Your body needs fat on it, in order to reach puberty properly.
Make sure you are not too thin and eat properly if you are, more protein, etc.
Otherwise nature will do what it needs to.

Sorry, sweetie, they will grow when they grow. Be sure to eat a balanced diet...no fasting or dieting, that messes things up. Eat properly and you'll be surprised one day. I was nearly 16 before Mother Nature found my body. :) If you're extremely worried, maybe a visit to your doctor?

don't rush it. once you have your period you will dream of the days when you didn't have to worry.
don't worry about your boobs either, mine went from a B cup to a D Cup in 3 years.
It will all come in time! Don't rush it!
