This is too tough a question...I'm a huge reggae fan and there is no way I could narrow it down to 10. Even if we just take Bob Marley songs I could easily list more than 10...
In no particular order:

Bob Marley tunes
Three Little Birds, One Love, Redemption Songs, I Shot The Sheriff, Coming In From The Cold, Ambush In The Night, Mellow Mood, Easy Skanking, Crazy Baldheads, Kaya...that's 10.

Dennis Brown tunes
Little Green Apples, Sitting and Watching, Here I Come (Love & Hate), Whip Dem Jah, Revolution, Fussing & Fighting, No Man Is An Island, Wild Fire, Money In My Pocket, Ghetto Girl...that's 10.

John Holt tunes
A Love I Can Feel, Stealing Stealing, Up Park Camp, Police In Helicopter, Sweetie Come Brush Me, Alfie, Dr. Love, Stick By Me, Left With A Broken Heart, Happy Go Lucky Girl...that's 10.

Gregory Isaacs tunes
Night Nurse, Stranger In Your Town, Cool Down The Pace, Sad To Know (Your Leaving), My Number One, Love Is Overdue, Storybook Children, Loving Pauper, Mr Knows It All, Slave Master...10 again.

I'm gonna stop there...I could go on and on...Barrington Levy, Sanchez, Beres Hammond, Marcia Griffiths, Alton Ellis, Half Pint, are just a few more great reggae singers that you could find tons of tunes for. Then there's dancehall reggae which has so many "DJ's" (rappers) who I could find tons of tunes for. Then there is the new wave of cultural singers that I could find tons of tunes for. I didn't touch on the SKA era which has tons of tunes one could say are the best...the question is way too vague...Start with the artists' greatest hits albums and you might be able to fathom some of the greatest tunes. I suggest you purchase a copy of Bob Marley Legend if you haven't already (10 great tunes on that).

King without a crown by Matisyahu is very good, but is it top 10? I don't know.
