What Blog sites exist? are they for "pay"- Which are the best ones on the internet for Canada too.............

I am looking to start my blog and am looking for the best site--I don't really care if you have to pay for the use of that site. but I would like to use a popular one. or one with the most features.
like pictures, emicons, fonts, Colour etc etc thanks for your help.
