I need to type on the box for this page: http://www.cms.hhs.gov/BNI/Downloads/CMSR131G.pdf

I save it, and tried to open it on Paint, but it didn't work. Is there a way I can type more into it?

You wont unless you have the full version of acrobat!

The whole idea of pdf, is to protect documents from being modified. If the creator of the document has checked, do not edit, as one of the security options at the time the document was created, with the full version of adobe writer, (paid program) even then, you will not be able to copy and past or edit.
Most people just download the free adobe reader, so they can read the pdf documents.
You would have to type it manually.

PDF format is usually a presentation format but can be used to an online form if designed correctly. If this form does not allow that you can use a PDF editing software such as CADKAS.

paint is not a very good tool to use for editing pdf files. Having adobe acrobat full version, adobe photoshop or illustrator can solve your problem.
