if the other two have working bulbs

I know it makes sense to just buy lower wattage bulbs if it's too bright, but also was in need of a bulb for another lamp!

Not at all; each bulb uses a set amount of energy. If the room/area is bright enough with two bulbs, you'll save a few nickels a year by leaving only two bulbs in there.
