This is what I do know based on my limited studies of the topic. Background noise that is consistently present (such as static or a running fan) may help certain people concentrate better. That' is referred to as white noise, which is not often that big of a distractor. Intermittent noise, such as a jack hammer outside or your neighbor's blaring music, has unpredictable rhythms and patterns of sound, with varying volumes as well. This type of noise makes it particularly difficult to concentrate. People are able to concentrate better not only when the noise is like white noise, but also when they are in a position where they can control the noise volume or sound. I hope this was helpful.

If you Google "Reading Comprehension and Noise" you'll find plenty of sites. From what I gathered simply by reading the resulting headlines, noise does negatively effect reading comprehension. Because reading takes a certain amount of concentration/effort, a distraction such as noise would negatively affect one's ability to comprehend what is being read. Furthermore, I'm guessing that the more complex the subject matter, the more difficult it would be to comprehend the material.

I'm sure if one person found the reading material interesting, noise would make no difference at all, whereas if one person found the reading material boring then they would complain about the noise.

I once heard that reading and/or studying while watching TV or listening to music was a suspected cause of ADD. Maybe you could try it from that angle (though that was just a theory at the time I heard it)
